INDICATIONS have emerged that the plan by the National Assembly to allow Ministries, Departments and Agencies (MDAs) spend their 2009 allocations till March next year may have run into hitches as the House of Representatives yesterday said the provision could not be implemented until the supplementary budget is assented to by President Umaru Musa Yar' çdua.
