African Export-Import Bank (Afreximbank) commenced the construction of its African Medical Centre of Excellence (AMCE) project in Abuja, Nigeria. It will provide excellent healthcare to both low and high-income patient groups across the continent. The AMCE in Partnership with King’s College Hospital London will be located in Abuja, which is a hub for travel in Nigeria and West Africa, enabling it to attract patients across the region. The Centre will be starting with a 170-bed specialist hospital before expanding to a 500-bed facility.
The centre will have the potential to provide services to over 200,000 patients in Nigeria and a further 150,000 patients from neighbouring West African countries within its first five years of operation.
The clinical areas the centre will specialise in are Cardiology, Haematology and Oncology. A range of businesses providing relevant health support will support this facility and provide commercial services to its patients and staff, thus creating a healthcare ecosystem sustainably designed to deliver long-term value to its community and region.
This is an outstanding initiative and creates a unique opportunity to be involved in the opening chapter of this exciting project that is set to make a decisive impact on non-communicable disease care across Nigeria and West Africa. The Ideal Candidate
We are looking for a versed IT leader to be tasked with making executive technology decisions on behalf of the company, including managing a technology budget and making investments to align the company with its vision for its technological needs.
- Be a strategic thinker, an effective communicator, and an expert in technological development.
- Have a strong business acumen, familiarity with technological trends and the ability to design and deploy an IT strategy ensuring that innovation, security, reliability, cost and utilisation are the corner stones of any proposal.
- Experience of implementing IT strategy and solutions within a complex organisation.
- Have strong infrastructure & applications experience.
- Understanding of the Data Protection Act and nationally recognised principles/requirements, and general awareness of security and confidentiality issues.
Duties and Responsibilities
- Manage and deliver the analysis, design and implementation of system solutions to meet the current and future organisation needs, strategy and growth objectives.
- Develop and execute an IT roadmap that aligns technology to the business growth plan whilst implementing best in class digital enablement, process automation capabilities, and scalability.
- Manage the provision and planning, design, development, installation, testing, validation, modification and maintenance of all data networks (Local Area Network (LAN’s) and Wide Area Network (WAN’s)), hosting environments, unified communication systems and other IT infrastructure services.
- Manage IT risk management, disaster recovery & business continuity plans and solutions.
- Ensure compliance with corporate policies and standards aimed at maximizing effectiveness and minimizing costs related to the acquisition, implementation and operation of IT systems.
Qualifications and Experience
- Degree or equivalent in Computer Science, Engineering or a related field or equivalent through training and relevant experience.
- Evidence of commitment to continuing professional development
- Proven senior IT Management experience.
- A proven track record of delivering solutions against complex IT strategy.

Working directly under the COO, they will act as both a technology and business expert, making decisions that will influence the current and future operations of the company.
It is essential that the candidate is able to communicate with employees and stakeholders to ensure the AMCE’s technologies are used appropriately. Strategic thinking and strong business acumen are essential in this role. The candidate will be well-versed in current technological trends and familiar with a variety of business concepts.
The Director of IT will oversee the organisation’s technology-related strategies and initiatives, plan for the centre’s technology needs and addresses any tech-related problems. It is also vital that the candidate is able to analyse information and communicate with the Chief Executive Officer (CEO) and other executive board members to ensure everyone remains aligned with the organisation’s strategic objectives.
In summary, the Director of IT will drive the organisation to move forward with an advance in technology and methods of processing and managing information whilst serving as a leader and innovator for the company’s information technology department.
Key Responsibilities
Leadership:
- To be the organisation’s expert on all matters related to IT and systems.
- Use knowledge and experience, together with an understanding of the latest developments, to provide future proof technology solutions for the organisation.
- Manage and deliver the analysis, design and implementation of system solutions to meet the current and future organisation needs, strategy and growth objectives.
- To analyse, validate and communicate widely all requirements related to changes to infrastructure, systems and IT policies and then implement solutions to meet these requirements.
Strategic Development
- Responsible for leading the strategic and operational IT planning to achieve business goals by fostering innovation, prioritising IT initiatives and coordinate the evaluation, deployment, and management of both current and future IT systems across the organisation.
- Design and deploy a twelve month rolling IT Strategy to support the AMCE’s strategic objectives, whilst ensuring that innovation, security, reliability, cost and utilisation are the corner stones of any proposals.
- Ensure that solutions and proposals are scale-able, flexible and enable the business to operate with agility and embrace change without impacting patient care.
- Oversee the enterprise architecture management, application management, security and risk management, as well as infrastructure and operations support management.
- Direct the development and provide oversight and control of the annual operating and capital budgets for to ensure consistency with the strategic objectives and priorities of the plan.
Governance
- Ensure security remains central to the IT strategy implementation. Keeping current with risks, threats, vulnerabilities and regulatory requirements relating to the security of the Centre’s data and that of its employees and clients.
- Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new technology implementations.
- Oversee the deployment of company-wide technology standards spanning both applications and infrastructure. The Director of IT must ensure compliance with corporate policies and standards aimed at maximising effectiveness and minimising costs related to the acquisition, implementation and operation of IT systems.
Technical
- Use proven technological experience to manage the provision and planning, design, development, installation, testing, validation, modification and maintenance of all data networks (Local Area Network (LAN’s) and Wide Area Network (WAN’s)), hosting environments, unified communication systems and other IT infrastructure services.
- Own the management of the planning, development, installation, testing, validation, modification and maintenance of all distributed systems.
- Proactively anticipate and plan for potential service problems or changing business needs.
- Design appropriate responses or proposals.
- Responsible for identifying IT requirements within new and existing developments and deployment of these systems, ensuring systems are stabilised and delivered efficiently.
- Manage IT risk management, disaster recovery & business continuity plans and solutions. Develop a communications plan to ensure all relevant parties are aware of the disaster recovery and business continuity plans
- Develop a digital roadmap and ensure compliance with national standards.
