The Katsina State Judicial Service Commission (JSC) has appointed Basira Umar as the first woman to serve as Chief Registrar of the State High Court of Justice since Katsina was created in 1987.
The announcement was made in Katsina on Saturday by Musa Usman, Director of Protocols at the High Court, who said the appointment took effect following the retirement of the former Chief Registrar, Mustapha Hassan-Rumah.
Usman described the role of the Chief Registrar as central to the functioning of the state judiciary. “The chief registrar is the chief accounting officer, responsible for the court’s financial matters, including budget preparation and management,” he explained.
He added that the office also carries key administrative responsibilities. “The chief registrar also serves as the administrative head of the judiciary, overseeing its day-to-day operations,” Usman said.
Until her elevation, Umar was serving as Deputy Chief Registrar and Director at the Multi-Door Court Division of the Katsina judiciary.
