CIPSMN tasks Tinubu on implementation of Public Procurement Act

Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN) has called on President Bola Tinubu to implement the Public Procurement Act 14 of 2007.

It pleaded with him to make it mandatory for certified procurement professionals to practise in government establishments in line with the CIPSMN Establishment Act 21 of 2007.

According to the institute, the move would reduce corruption in Ministries, Departments and Agencies (MDAs).

At a press conference, yesterday in Lagos, the Registrar/CEO, Alhaji Mohammed Aliyu, lamented that the profession had not delivered effectively in the country despite its vital position in corporate development and World Bank study, popularly known as Country Procurement Assessment Report (CPAR) 2000.

Nigeria, he said, has been characterised by low budgets, policies, procedure implementation and lack of productivity.

He lamented that most MDAs are not open to issues regarding procurement programmes, principles and practices.

This type of ‘iron curtain’, Aliyu said, does not augur well for a greater Nigeria.

He noted that procurement remains a peculiar profession, and as such, its leadership must be specifically trained in the art and science to meet the high expectations of the career.

He further called for full implementation of the Presidential Executive Order 05 on planning and execution of projects, promotion of local content in contracts, science, engineering and technology innovation, already gazetted by the Federal Government.
