The Chief Judge, the Head of Service (HOS), over 10 permanent secretaries, and several heads of parastatals and agencies in Kebbi State have been serving in acting capacities for many years now.

Investigations by The Guardian revealed that the appointments of most of the permanent secretaries serving in key ministries are yet to be confirmed.

Findings show that some permanent secretaries have been working in acting capacities for more than five years, while some of them have retired without being confirmed.

When contacted, one of the retired senior civil servants, Alhaji Issa said the government has the right to withhold confirmation, but this may have adverse effects on the civil service.

“If every civil servant rises to the position of acting permanent secretary, he would definitely prefer to retire as a substantive permanent secretary. So, there is a need to confirm them,” he said.

Efforts to reach the Head of Service and other government officials for reactions were unsuccessful.
