A group, #FixPolitics Initiative has called for a comprehensive and transparent investigation into the controversial Presidential Foreign Intervention Promotion Council (PFIPC), following the Presidency’s declaration that the body is a fictitious government agency.
In a statement issued by its Executive Director, #FixPolitics Africa, Anthony Ubani, the civic group urged the Federal Government to publicly disclose everything it knows about the matter and ensure that those responsible are held accountable.

The organisation also called for the creation and publication of a single, authoritative digital register of all federal Ministries, Departments and Agencies (MDAs), as well as councils and presidential bodies, to strengthen transparency and prevent similar incidents.
According to #FixPolitics, information already in the public domain indicates that the PFIPC operated from an office within the Federal Secretariat, obtained a federal budget code and self-accounting status, opened accounts with the Central Bank of Nigeria (CBN), recruited personnel, corresponded with government institutions and engaged senior public officials.

The group described as particularly troubling the reported allocation of about N1.3 billion to the agency in the 2026 Appropriation Act despite the absence of any legislation or valid executive instrument establishing it.
The Presidency has alleged that Adeniyi Adeyemi forged official documents, impersonated a government appointee and misled several public institutions.

However, the suspect has denied the allegations while making counter-claims against senior government officials.
#FixPolitics noted that the conflicting claims are now before the courts and under official investigation, stressing that all parties should be presumed innocent until proven guilty.

It, however, argued that prosecuting one individual would not address the broader institutional failures exposed by the scandal.
“A fictitious agency does not allocate office space to itself, obtain a budget code, secure self-accounting status, open government bank accounts or insert itself into the national budget,” the group said, adding that each of those actions required official approvals or failures within government institutions.

The initiative maintained that the incident reflects serious lapses in government coordination, financial controls, budget scrutiny, record-keeping and institutional accountability.
It also questioned how the agency was included in the 2026 budget despite reports that concerns about its legitimacy had emerged in October 2025, leading to Adeyemi’s arrest and criminal charges the following month.

The group welcomed President Bola Tinubu’s directive to the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to investigate the matter within 30 days, as well as the House of Representatives’ decision to probe the administrative and budgetary failures surrounding the agency.
It urged investigators to preserve all physical and electronic records linked to the PFIPC, including official correspondence, budget documents, approval memoranda, personnel records, bank account applications, payment instructions and digital communications.

According to the group, Nigerians deserve to know which officials approved requests for office space, budget codes, self-accounting status, government bank accounts, personnel deployment, domain registration and budgetary allocations, and the documents relied upon in granting those approvals.
#FixPolitics insisted that the findings of the investigations should be made public, warning against any attempt to conceal information or shield those found culpable.

“There must be no scapegoats, no sacred cows and no cover-up. Anyone found to have acted negligently, fraudulently or in collusion with others must be held accountable, regardless of rank or political affiliation,” the statement said.
The group added that public confidence in government institutions can only be restored through transparency, institutional reforms and accountability.
