Hague Institute for Innovation of Law appoints Nigeria’s Ilo as CEO
The Hague Institute for Innovation of Law (HiiL) has appointed Udo Jude Ilo, a renowned Nigerian advocate and author, as its new Chief Executive Officer.
Ilo, a vocal proponent of people-centred justice, will take over on 1 February 2025, marking a new chapter for the Netherlands-based organisation.
HiiL is globally recognised for its work in advancing justice systems that prioritise the needs of everyday citizens.
Ilo’s appointment comes as part of a planned transition following the decision of founding CEO Sam Muller to step aside after two decades of leadership.
Under Muller’s tenure, HiiL cemented its reputation as a hub for justice innovation, combining research, partnerships, and advocacy to design solutions tailored to local contexts.
Ilo’s leadership is expected to build on this legacy, with a focus on expanding the organisation’s impact across Africa and beyond.

Speaking on his new role, Ilo expressed his deep commitment to justice as a cornerstone of societal stability. “The true measure of any society lies in how it treats its most vulnerable,” he said. “Justice isn’t just about legal frameworks; it’s about addressing people’s everyday challenges in ways that are fair, accessible, and sustainable.”
Ilo’s extensive background in governance, civic innovation, and democracy promotion positions him as an ideal choice for this role.
During his decade-long tenure as head of the Open Society Foundations in Nigeria, he spearheaded initiatives to widen civic space, support emerging organisations, and promote good governance.
His recent leadership as Interim Executive Director of the Center for Civilians in Conflict (CIVIC) was said to have added to his advantage to drive global impact.
Ilo has led advocacy delegations to international platforms, including the United Nations and the US Congress, and has authored the acclaimed book, ‘It is POSSIBLE: Influencing Change in Nigeria’.
HiiL’s Supervisory Board praised Ilo’s innovative approach, describing him as a visionary leader with a deep understanding of justice’s role in fostering societal progress.
“His dedication to empowering communities aligns perfectly with HiiL’s mission of making justice work for all,” the board said in a statement.
