The Lagos Waste Management Authority recorded 1,023 incidents of illegal dumping and other waste management violations across the state in 2025, with 447 cases referred for legal action.
This was contained in the agency’s 2025 Waste Surveillance Statistics.
According to the figures, 230 males and 217 females were referred for prosecution, representing 51 per cent and 49 per cent respectively.
The surveillance operations also identified 431 scavengers and reconciled 145 properties with their assigned Private Sector Participation waste operators. Peak dumping periods were recorded between midnight and early morning, with residential refuse, construction debris and hazardous waste among the common offences.
LAWMA stated that the 2025 data reflects an intensified enforcement strategy now extended into 2026, with increased monitoring and compliance checks across the state.
Enforcement teams from the agency’s Waste Surveillance, Investigation and Enforcement unit recently arrested several offenders for indiscriminate dumping at identified black spots.
The Managing Director of LAWMA, Muyiwa Gbadegesin, said the agency would sustain the enforcement drive to safeguard cleared areas.
“These sustained enforcement activities strengthen deterrence and protect cleared sites from renewed abuse.”

He reaffirmed the agency’s commitment to public enlightenment, enforcement and prosecution as part of efforts to achieve a cleaner and healthier Lagos.
