NOA launches AI app to enhance citizen-government engagement

The National Orientation Agency (NOA) on Monday introduced a new artificial intelligence-driven mobile application aimed at improving communication and engagement between Nigerians and the government.

Unveiling the platform, known as the CLHEEAN App, in Abuja, the Director-General of the agency, Lanre Issa-Onilu, said the initiative was designed to address longstanding gaps in citizen participation and access to government information.

He noted that many Nigerians have often felt disconnected from governance due to weak feedback channels and limited access to timely information, stressing that the new platform seeks to reverse that trend.

According to him, the application provides users with tools to access civic education, receive real-time updates, and interact directly with government through feedback and reporting channels.

Issa-Onilu explained that the app is powered by an AI-enabled voice and chat assistant with multilingual capabilities, allowing users to engage in major Nigerian languages, thereby broadening inclusivity and accessibility.

“This is not just about technology; it is about people. It is about ensuring that every Nigerian can be heard and can actively participate in governance,” he said.

He added that the platform would also feature interactive tools such as community forums, quizzes, debates, and idea submission channels to encourage active citizen involvement in national development.

The NOA boss further stated that the initiative aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu, particularly in promoting transparency, accountability, and inclusive governance.

He therefore urged Nigerians to embrace the platform by downloading and using it actively, noting that citizen feedback would play a critical role in shaping policies and improving service delivery.

“With this app, governance is no longer distant. It is accessible, responsive, and inclusive. Government is now closer to the people than ever before,” he said.

The DG further described the launch as a step in the agency’s efforts to leverage digital innovation to foster trust, strengthen national unity, and build a more engaged citizenry.
