Raw materials council moves to block procurement leakages, partners ICPC

The Raw Materials Research and Development Council (RMRDC) has stepped up efforts to block procurement leakages and strengthen internal accountability mechanisms through the inauguration of new members of its Anti-Corruption and Transparency Unit (ACTU).

The inauguration was conducted in partnership with the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

The initiative, unveiled at the Council’s headquarters in Maitama, Abuja, also featured an anti-corruption sensitisation workshop for senior management staff, underscoring renewed resolve to entrench transparency and ethical standards across its operations.

Speaking at the event, the Director-General and Chief Executive Officer of RMRDC, Prof. Nnanyelugo Ike-Muonso, said the move was part of deliberate steps to strengthen oversight in critical departments, particularly procurement, audit and accounts, where financial leakages are most likely to occur.

Represented by the Director of Agriculture and Agro-Allied Department, Seb Ebriekwe, the DG said the inauguration of the ACTU members was aimed at deepening corruption prevention strategies and reinforcing internal control systems within the Council.

He described corruption as a major impediment to national development, noting that diversion of public funds deprives citizens of access to basic infrastructure such as roads and potable water, while also eroding public trust in institutions.

“Corruption is a monster that must be confronted through a united front involving government, stakeholders, the media and the public,” he said.

Ike-Muonso disclosed that RMRDC was recognised in 2024 as one of the most anti-corruption compliant agencies among research institutes and other Ministries, Departments and Agencies (MDAs).

He added that the Council would continue to align with the Federal Government’s anti-graft agenda.

ICPC Chairman, Dr. Musa Adamu Aliyu, represented by the Head of Corruption Monitoring and Evaluation Division, Mr. Kupolati Kayode, said ACTU serves as a complementary body to management and operates under the direct supervision of the Director-General.

He urged the Council’s management to provide adequate funding, office facilities and representation in standing committees to enable the Unit to function effectively, in line with extant government circulars.

Kayode also advised the Council to consistently invite the Commission to observe recruitment, promotion and procurement exercises to enhance transparency and credibility in such processes.

The high point of the ceremony was the administration of the Oath of Allegiance to the newly inducted ACTU members by the ICPC Legal Department and the presentation of the ACTU Standing Order.

Chairman of ACTU, RMRDC, Abubakar Kollere, said the inclusion of officers from procurement, audit and accounts departments would significantly enhance the Unit’s effectiveness in curbing leakages and promoting accountability within the Council.
