The Special Adviser to the Lagos State Governor on Public-Private Partnerships (PPP), Bukola Odoe, has hailed the recent signing of power purchase agreements with three independent power purchase (IPPs) operators – Mainland Power Limited, Fenchurch Nigeria Limited and Viathan Engineering Limited.
The agreements, which were formalised at Lagos House, Marina, in the presence of Gov. Babajide Sanwo-Olu, were facilitated by the Office of PPP in collaboration with the Ministry of Energy and Mineral Resources.
Odoe described the signing as a game-changer for businesses in the state, especially with regard to power issues. She said the deal highlighted the state’s deliberate use of PPP to deliver power more efficiently.
She noted that a key component of the agreements was the concession of the Akute Independent Power Plant to Fenchurch Power Limited.
The plant, which has remained dormant for five years, will undergo full rehabilitation and expansion under a 25-year concession, renewable subject to performance.
The scope includes the upgrade of the existing 12.15MW capacity and an additional 14MW through the deployment of seven 2MW gas engines, bringing total contracted capacity to about 26MW.
Upon completion, the SA said, the facility would meet the Lagos State Water Corporation’s peak demand of 18.7MW, power the upgraded Adiyan Water Works, and serve surrounding communities.
