KAO Foundation Earns Recognition for Advancing HIV Surveillance in Lagos

KAO Foundation

The Chief Kayode Adesina Onimole Foundation (KAO Foundation) is drawing attention for its contributions to HIV surveillance modernization, digital healthcare innovation, and community-based public-health services in Lagos State, Nigeria. Through its integrated approach to epidemiological monitoring, healthcare-worker training, mobile outreach, and technology-supported HIV interventions, the Foundation has demonstrated how nonprofit organizations can contribute to strengthening disease surveillance and improving healthcare access among underserved populations.

A notable example of the Foundation’s work is the Integrated HIV Surveillance Modernization Initiative (IHSMI). The initiative focused on transforming conventional HIV surveillance practices through digital reporting, electronic case management, predictive analytics, and improved coordination between participating healthcare facilities.

The program addressed longstanding challenges associated with fragmented patient records, delayed epidemiological reporting, inconsistent case documentation, and limited access to reliable surveillance information. By introducing integrated digital systems, KAO Foundation helped participating healthcare facilities improve the accuracy and timeliness of HIV-related data while strengthening the information available for public-health interventions.

According to the initiative’s post-implementation evaluation, HIV case-detection accuracy improved from 54% to 93%, representing an increase of 39 percentage points. The average reporting delay declined from 90 days to 14 days, while community reporting coverage expanded from 27% to 89%.

These improvements represent substantial advances in the reliability and responsiveness of HIV surveillance. More accurate case information enables healthcare providers to identify patients requiring attention, while faster reporting supports timely recognition of service gaps and emerging public-health concerns.

The initiative also deployed digital HIV surveillance infrastructure across 44 public and private healthcare facilities and trained 254 healthcare workers in digital epidemiology, electronic case management, surveillance reporting, and data-quality assurance.

This investment in healthcare technology and workforce development strengthened the capacity of participating facilities to generate, validate, and utilize epidemiological information. It also contributed to the development of a more coordinated surveillance system connecting healthcare facilities with broader public-health monitoring activities.

Beyond improvements in digital reporting, KAO Foundation’s initiative demonstrated substantial community-level reach. The evaluation documented engagement with more than 32,000 households and the participation of over 520 community volunteers in HIV-prevention education, community reporting, household data validation, and outreach activities.

The program’s community-centered approach was designed to address barriers affecting individuals who have limited access to conventional healthcare facilities, including residents of densely populated, economically disadvantaged, and underserved communities.

Importantly, the initiative also reported improvements in access to HIV treatment services. Linkage-to-care among people living with HIV increased from 48% to 81%, while HIV-testing uptake rose by 16% across participating healthcare facilities.

These findings demonstrate that the Foundation’s activities extended beyond collecting epidemiological information. By connecting surveillance systems with community engagement, testing services, and treatment referrals, the initiative supported improvements in the broader HIV-care pathway.

KAO Foundation’s approach also incorporated geospatial analysis and predictive surveillance technologies to strengthen the identification of communities requiring additional HIV-prevention and treatment interventions.

The initiative initially focused on Lagos Island, where population density, healthcare-access disparities, and reporting challenges created a need for more coordinated surveillance systems. Its evaluation subsequently identified opportunities to extend the model to other Lagos State Local Government Areas, including Surulere, Ikorodu, and Badagry.

Another notable achievement was the initiative’s reported operational efficiency. The evaluation estimated approximately ₦9.4 million in annual operational savings, associated with reductions in manual reporting, data-processing errors, and administrative inefficiencies.

These findings demonstrate the potential benefits of digital surveillance modernization for nonprofit healthcare organizations and participating facilities, particularly where limited resources must support substantial public-health needs.

The Foundation’s implementation model combined digital health technologies, healthcare-worker training, community participation, epidemiological analysis, and collaboration with healthcare institutions. This approach provided a framework for improving both the quality of surveillance information and its practical application to healthcare delivery.

The Foundation’s work also illustrates the importance of cooperation between nonprofit organizations, healthcare facilities, community volunteers, and public-health professionals. These relationships supported the implementation of surveillance improvements, expanded community participation, and strengthened the practical application of epidemiological information to healthcare delivery.

The IHSMI evaluation further identified opportunities for sustainability and replication, including continued use of digital reporting systems, expansion to additional healthcare facilities, and wider application of predictive surveillance approaches.

For Lagos State’s HIV response, KAO Foundation’s experience provides an example of how community-based healthcare organizations can contribute to improving disease surveillance, expanding access to screening, strengthening treatment referrals, and supporting evidence-based public-health interventions.

The Foundation’s documented achievements in digital HIV surveillance, healthcare-worker capacity development, community outreach, treatment linkage, and operational efficiency demonstrate the scope of its contributions to public-health service delivery.

Through these activities, KAO Foundation has established a record of measurable public-health accomplishments, illustrating how digital innovation, institutional collaboration, and community participation can support more responsive and equitable HIV-prevention and treatment services in Lagos State, Nigeria.
