Abia State Governor, Dr. Okezie Ikpeazu, yesterday, formally domesticated the Human Capital Development (HCD) programme in the state with the inauguration of a 12-member implementation council, which has Dr. Joy Nwokocha as the Executive Secretary with six state commissioners, two permanent secretaries, Chairman of the state Universal Basic Education Board and a director in the State Education for Employment Programme as members.

Nwokocha told The Guardian that the project is aimed at taking human capacity development to the rural communities and improve the state workforce through training and capacity building that would impact greater productivity, effectiveness and efficiency.

She said programme is a joint project of the Federal Government and the World Bank through the Economic Community of West Africa (ECOWAS), under which participating states would fulfill basic conditions before given approval by the Federal Government.

Nwokocha disclosed that Abia and Enugu states were selected for the first phase of the funding for satisfying the basics requirements.
