Emmanuel Eweta Uduaghan (1954–1926)

Dr Emmanuel Eweta Uduaghan,

ONE strong anchor in the life of Emmanuel Eweta Uduaghan, former governor of Delta State, is his firm commitment to any cause he believed in. His death on October 19, 2026, three days to his birthday anniversary, is a great loss to the nation in general, the medical profession in particular and Delta State especially. He was a man of remarkable character and a dedicated public servant, a distinguished medical doctor. With his death, Nigeria has lost one of her experienced medical practitioners and a public administrator par-excellence.
Born on October 22, 1954 of Itsekiri origin in Warri North Local Government Area of Delta State, he was educated at the Federal Government College, Warri between 1968 and 1974 and the University of Benin between 1975 and 1980 where he earned a bachelor degree in medicine and surgery (MBBS) and a diploma in Anaesthesia.

Before his sojourn into politics, Uduaghan started his career as a medical practitioner and worked as a medical officer at Delta Steel Company in 1983. Due to his competence, experience and professionalism, several hospitals wrestled for his service between 1989 and 1994 and this saw him navigating through the Westend Hospital Warri, Benoni Hospital, Benin City and Shell Hospital, Ogunu. He later established his own hospital in 1994.

Uduaghan ventured into politics even while practising as a medical doctor in his hospital. This did not arise for personal interest but desire to further serve his beloved state and nation. On August 6, 1999 the then Governor Onanefe Ibori of Delta State appointed Uduaghan as Commissioner for Health, serving from 1999 to 2003. He was later appointed as Secretary to the Delta State government, serving in that capacity from 2003 to 2007. Uduaghan subsequently became the executive governor of Delta State from 2007 to 2015. As governor, he was seen as a public servant whose leadership was devoted to Delta State’s development and service to the nation. His tenure saw the state grow in infrastructural development.

In no small measure, Uduaghan contributed to the sustained peace and security in the Niger Delta, especially during the volatile era of militancy. He was reputed for being a man of dialogue when it came to dealing with any crisis. He was a bridge builder through his keen interest, frankness and presence of mind in driving his policies toward achieving the desired peace and development in Delta, especially during militants’ attacks on oil facilities in the oil-rich region

Uduaghan was a visionary leader whose legacies of peace-building and human capital development would remain green for a long time in the minds of the people. Even as governor, he was always at his roots and impacting the lives of his people. He launched a popular maternal and child healthcare initiative, and a free medical services scheme for children under five years, pregnant women and nursing mothers. The intervention revolutionized the healthcare sector of many states across the country. His background as a medical practitioner equipped him for the project and he drove it with passion.

Under his visionary watch, the ‘Delta Beyond Oil’ initiative sought to diversify the state’s economy and reduce its dependence on oil by growing other sectors. Uduaghan was not only determined but resilient in driving the programme, encouraging youth to go into agriculture with government support.
Uduaghan uplifted education in the state. First, he introduced the ‘EduMarshal’ programme whose mandate was to arrest children of school age seen hawking or idling at home and take them to school. This helped to significantly reduce the number of out-of-school children in Delta. His administration built modern classrooms and equipped science laboratories. There was a scholarship scheme that offered cash reward of N5 million for indigenous students with First Class from Nigerian universities to enable them go further in their studies.

Uduaghan was a member of the Nigerian Medical Association (NMA) and held various positions in the Warri branch (Bendel /Delta State). He was active in the Junior Chamber International (Jaycees) leadership development organisation, among others. After his stewardship as governor, his desire go to the Senate suffered a defeat in 2019 as he lost the Delta South Senatorial ticket to Senator James Manager. It appeared that the defeat sealed Uduaghan’s political ambition as he returned to private life.

Uduaghan’s politics was highly refined, with enviable display of tolerance. He was a detrabalised governor who became one of Delta State’s most iconic leaders. No doubt, his death has created a void that would be very difficult to fill. He will be greatly missed
