Enugu building tragedy: Six lives lost, questions remain over cause, accountability

For the bereaved family, the immediate reality is the loss of their loved ones. For the authorities and built-environment professionals, however, the incident also raises a wider responsibility: to establish the facts and learn from them.
   
Professionals have called for a forensic investigation by the appropriate authorities, urging that the affected site be preserved to prevent the loss or disturbance of critical physical evidence.
 
At the centre of such an investigation should be a fundamental question: what failed first?
 
Was it the ground, the foundation, the elevated water tank or its support system? Or did the building itself suffer a structural failure?
 
Investigators would also need to establish what triggered the failure and whether structural and geotechnical factors interacted to produce the eventual collapse and loss of life.
 
The investigation should examine the design, construction methods, materials, workmanship and subsequent maintenance of the affected structure. 
 
It should also establish whether the required approvals were obtained and whether regulatory inspections and other statutory requirements were carried out.
 
The possible roles of drainage problems, erosion, slope instability and rainfall-induced ground movement should also be scientifically assessed.
   
Another issue requiring attention is whether limitations in emergency access affected the response after the incident.

While the tragedy demands accountability, professionals stressed that responsibility must be established through evidence rather than speculation or assumptions.
 
Government agencies and regulators have a responsibility to establish the facts, verify approvals and inspections, enforce relevant regulations and address any systemic failures identified by the investigation.
 
Property owners, clients and developers, on their part, must ensure that competent professionals are engaged, necessary approvals obtained, adequate resources provided for construction and appropriate maintenance carried out.
 
Designers and other construction professionals are expected to discharge their statutory and professional responsibilities competently and within their respective areas of expertise, while ensuring compliance with approved designs and applicable standards.
 
Contractors and site personnel are similarly required to execute construction works in accordance with approved documents, specifications, safety requirements and professional instructions.
 
A proper investigation should document evidence objectively, identify both the immediate cause and contributing factors, and recommend corrective and preventive measures.
   
Where negligence, professional misconduct or regulatory failure is established, appropriate disciplinary, civil or criminal processes should follow in accordance with the law.
 
The investigation should also distinguish between possible structural and geotechnical failures.
 
Structural experts should examine the water tank, its supports and connections, the foundations and the affected building. They should assess the design, loading, materials, workmanship, alterations and maintenance history.
 
Geotechnical experts, meanwhile, should examine the soil conditions, bearing capacity, groundwater, drainage, erosion and slope stability, as well as any evidence of rainfall-induced ground movement.
   
Ultimately, the central forensic questions remain straightforward: What failed first? Why did it fail? And how did that initial failure result in the subsequent damage and loss of six lives?
 
But determining what happened should not be the end of the process.
In the immediate term, the site should be preserved and investigated, vulnerable structures identified and secured, while the bereaved family receives appropriate support.
   
In the short term, similar elevated water tanks and potentially vulnerable buildings should be inspected. Targeted structural, geotechnical, drainage and slope-risk assessments should be carried out where necessary, while emergency access routes to vulnerable communities and structures should be reviewed and improved.
 
In the longer term, authorities should strengthen development control, professional supervision, periodic building inspections and maintenance.   Greater attention should also be paid to drainage and erosion management, risk mapping, early-warning systems and community emergency preparedness.

For built-environment professionals, the Enugu tragedy is a painful reminder that the protection of human life must remain at the centre of their responsibilities.
   
There is a need to resist speculation where evidence is required. But there is an equally important responsibility to speak up when professional action is necessary.
 
The loss of six members of one family cannot be reversed. What can still be done is to establish the truth, hold responsible parties accountable where the evidence warrants it, strengthen building safety and ensure that the tragedy produces concrete lessons that can prevent another family from suffering a similar loss.
