Farmers to enhance food security, says minister

The Minister of Water Resources, Suleiman Adamu has unveiled the Federal Government transformation efforts to sustain agricultural development through private management of public irrigation system in the country.


The minister, who revealed the strategic plan action in Kano, disclosed the government target to retool operation and maintenance of public irrigations in Nigeria through the Transforming Irrigation Management in Nigeria (TRIMING) Project.

Adamu, who spoke at the opening of a consultative meeting on strategic implementation of TRIMING-WUA/RBDA operation and management of irrigation, declared gradual withdrawal of the Federal Government on irrigation management.

Represented by Mr. Emmanuel Awe, a director in the ministry, Adamu stressed that the government is transferring the ownership to the farmers and Water Users Association through the World Bank founded TRIMING, to enhance agricultural productivity and effective service delivery.


Adamu noted that, unlike the previous practice where the government was responsible for the budget provision and operational management, the new strategic plan was carefully designed to enable stakeholders to manage the irrigation and drainage facilities.

The minister said the new irrigation management plan is a pilot programme being anchored by TRIMING project involving Bakolori, Middle Roma, Kano River, Hadejia Valley and Dadin Kowa River Basin Development Authorities.

He added that the project will be upscaled to the other six River Basin Development authorities after the successful management of the first scheme.


Adamu noted that “as part of the transformation effort of the ministry through the TRIMING project, farmers and farmer associations, including River Basin Development personnel, were trained under the Technical Assistance component of the project on the effective operation and management of irrigation system as well as on modern agricultural best practices.

“The consultative meeting was organised to acquaint all stakeholders with the modalities of the new regime of Treasury Single Account System for irrigation service fee collection and administration in the operation and maintenance of irrigation scheme by the TRIMING-Water User Association/River Basin Development Authorities, which is in compliance with the directives of the accountant general of the federation,” the minister said.
